You will find a number of recipes on line for a homemade substitute for commercial biscuit mix but you can actually just use your favorite biscuit recipe, combine the flour, sugar, baking powder, and salt in a food processor and pulse in the butter or shortening until it forms crumbs. Transfer the mixture to an airtight container and store it in the refrigerator or freezer until you are ready to use it. You can use a measured amount of it as you would biscuit mix in a recipe or just stir in milk to make biscuits. Commercial biscuit mix contains preservatives so that it can be stored at room temperature but your homemade biscuit mix that includes butter or vegetable shortening really needs to be stored in the refrigerator or freezer. Cream Biscuits, my favorite biscuit recipe, calls for heavy cream to provide both the shortening and liquid so you can stir together the flour, sugar, baking powder, and salt in a tight container and store it at room temperature then stir in heavy cream when you want to make biscuits.
